Cristian Bulumac

Head of Legal Dept. Ministry of Development, Public Works and Housing

Cristian Petru Bulumac is now head of a legal department, in the General Legal Directorate of the Ministry of Development, Public Works and Dwellings. He worked until 2007 in the same position for the Ministry of European Integration, and as a legal adviser in the social security and labor fields. His most advanced studies are MA of Labor Law, and postuniversitary studies in public administration and European integration. His main interests are the study of leadership and communication fields, and he has taken steps towards a deep involvement in social activities.

Lavinia Bulumac

Legal Counsellor. Ministry of Development, Public Works and Housing

Ms. Lavinia Iuliana Bulumac is a member of the civil servants core and legal adviser in the central public administration of Romania. Her career started in 2002 in the local administration and in 2006 has stepped up in her career by promoting a contest organized by the Ministry of European Integration. As a law graduates, she is specialized in European communitarian law and private law.
Her extracurricular activities comprise a long involvement in Rotaract Club Piteşti, in the service of the community and of those who benefited from the realized projects. During 2007-2008 was the president of the Club.
She is part of the first generation of alumni of the Young Leaders Programme organized by the Aspen Institute Romania in 2007.

Rares Ciovica

Rares Ciovica worked between 1998 and 2009 at Unilever since 1998, starting as a trainee in the marketing department. After several positions related to brand management, in 2005 he was appointed Marketing Manager for Household Care Business in Unilever South Central Europe. The last position in Unilever was managing the Household Care portfolio in Romania, Bulgaria, Serbia and Montenegro, Albania, Macedonia, Kosovo, Moldova. His marketing expertise helped him to become a member in the EFFIE awards jury, a group of top professionals in marketing & advertising field, who are yearly awarding the most efficient marketing campaigns from the Romanian market. In 2007 he participated in the Young Leaders Program organized by the Aspen Institute. This was the moment he has become more passionate in running projects with positive social impact.
Rares is currently leading a non-profit organization, the "Decency-Comes-Back" Association, which is promoting the civility in the Romanian society.

Claudia Jianu

Environment Protection Expert. Petrom S.A.

Ecologist: Master in Science degree in Systems Ecology and Sustainability - Biology Faculty of University of Bucharest; trainer on European Affairs of the European Institute of Romania; confirmed trainer due to completion of a series of TOT programs, including Advanced TOT; expert on environmental policy, climate change and regional policy; Project manager in an environmental non-governmental organization, Foundation TERRA Mileniul III; projects managed in the area of climate and energy, NGO capacity, regional development and EU funds, ecological education;  member of an inter-governmental working group concerning adaptation to climate change; environmental representative of NGOs in the monitoring committee for Environmental Operational Programme 2007-2013;Selected writings: "ABC of Structural and Cohesion Funds - practical guide for environmental  NGOs" (in Romanian), Bucharest, 2006, together with Eliza Teodorescu, Lavinia Andrei (ed.); "Paving the way for the implementation of a National Registry on GHG emissions in Romania" (in Romanian), Bucharest, 2003, together with Mihaela Dupleac (ed.);  "Save the climate!" Lacrimioara Isvoranu

Chief Communication & HR officer. UCMR Resita

Mrs. Isvoranu is the Chief Human Resources and Communication Officer of UCM Resita, a strategic group of companies in the Romanian Heavy Industry. She is coordinating the relationship between the owner and a more then 100 years experienced trade-union organization. Specialized in English and French by graduating the Faculty of Letters, Mrs. ISVORANU detains a Professional Certificate in Management by graduating the Open University Business School in London. PHOENIX, one of her PR projects, was awarded with the Honorable Mention at the Romanian Public Awards 2005. Mrs. Isvoranu has attended Aspen Romania Institute's Young Leaders Program in 2007.

Marian Mandache

Human Right Department. RomaniCriss

Marian Mandache is currently the Coordinator of the Human Rights Department of Romani CRISS. He has been active in the field of human rights since the commencement of his university studies (i.e. 1999), first as a volunteer, and then, as a regular employee within Roma NGOs. He has conducted or participated in numerous fact-finding missions in human rights and discrimination cases. This has offered him valuable field experience an it has also enabled him with practical experience in dealing with state representatives. He has planned and supervised strategic litigation in the field of human rights. He has also been part of various working groups on drafting law proposals. Since 2005 he is member of the Bucharest Bar.

Florian Marin

Member from the trade unions part in  Monitoring Committee for ESF - at the European level and at the national level. Besides that he was Universal Expert Consult - General Manager,  AFAN - Marketing manager (present), National Trade Union Bloc - Project manager (2007) National Marketing Manager - Romanian Post (2006), Member of the Professorial council of Faculty of Economic Science - (2001 - 2005), Member of the Senate at University Valahia Targoviste, Member of the Board - University Valahia Targoviste.

Ruxandra Mercea

Marketing and admission Manager. Scoala Internationala Cluj

Marketing and admission Managerat the International School of Cluj in the marketing department, created the marketing plan, the "We care program", recruited students, set up several databases, created the identity book, evaluation of the institution, research in the field, etc.Student at the Business School in Cluj-Napoca, student senator for the 3000 students of the Business school, deputy prefect for over 40.000 students of the Babes-Bolyai University .President of the Business Students Association (over 300 students affiliated in the association that she has created); innitiated the first Internship Project in Cluj (over 230 interns in 65 companies), coordinated the 2 editions of the "Together we can create a library" project and the 3 editions of the Busy for Business Week project, celebration of the Business Faculty (conferences, sport events, competitions, trainings, etc), coordinated the . President of Rotaract Club, the youth movement of Rotary International, organized the first District Conference held in Cluj (174 members from 27 clubs attended), coordinated the Rotary- friends of the Art Museum project, coordinated the fund raising events of the club. Founder of Interact Club, students between 14-18 years old, part of Rotary International and Protin Association..Was the first Romanian intern from Romania at the Romanian Embassy in Washington D.C., set up the first database of the Romanian alumni and students in the USA, organized the visit of the Romanian President, Traian Basescu.

Radu Motoc

Director of Programs. Soros Foundation Romania

Radu Motoc is currently the Director of Programs of the Soros Foundation Romania. Before joining the Soros Foundation in 2003 as coordinator of advocacy programs, he worked with several nongovernmental organizations in programs focusing on citizen participation, democratic elections and media freedom. He holds a B.A. in Political Science from the University of Bucharest and has completed MA studies in International Relations with the Institute for Political Research of the University of Bucharest. Radu sits on the board of the Center for Legal Resources, a Bucharest-based nonprofit organization that advocates respect for human rights and strengthening rule of law. He is also an alumnus of German Marshall Fund's Marshall Memorial Fellowship Program. Besides looking for innovative approaches to management and leadership, Radu's main interests are in political communication and international affairs. 

Dorlin Muresan

European Commission. Directorate General for Energy and Transport

Consultant on organisational development, having a strong interest in the management of public institutions and the development and implementation of strategies and public policies.The professional background covers project development and management in the area of institutional relationship building for NGOs and consulting organizations on the development of their capabilities (since 2002); analysis of the institutional structure for implementing a governmental strategy (2002); work within an EU Twinning Project between the Romanian and German Ministries of Environment (2004-2005); involvement in different projects with the EURISC Foundation, the Foundation Partners for Local Development, and the Foundation for Democratic Change. MSc in Public Policy and Administration from the London School of Economics and Political Science (being a Chevening scholar), Master Degree in European Economics and Finance from the Academy of Economic Studies - Bucharest. The academic interests and dissertations include social marketing analysis for NGOs (2001) and the institutional learning processes triggered by the EU integration in the acceding countries (2005, 2006).

Szabolcs Olozs

Szabolcs Olosz was the director of cabinet of the vice-premier of Romania, Mr Bela Marko, from 2005 until 2007. He joined the cabinet in 2005 as a personal adviser of Mr MARKO and in 2006 he was promoted to the director of cabinet, where he was responsible for the coordination of the cabinet's work. Before working in Bucharest, he served in the capacity of a director in his own firms dealing with financial counseling and co-operated with service enterprises as well. He has a B.A. degree in economics and a M.A. in sociology with a specialization in political sciences; he finished an M.A. in international marketing and an MA in national security.

Florin Vlad

Diplomat and legal expert with the Ministry of Foreign Affairs of Romania, the General Directorate for European Affairs. Previous responsibilities involved assignments such as chief of the Consular Agreements Service (January 2003), member of the task force on Justice and Home Affairs (January 2004), and Consul of Romania in the Kingdom of Belgium (October 2004). Involved in policy analysis and recommendations, primarily with regard to the reform of the Romanian justice and home affairs, visa policy and the consular activity abroad. In 2003 he was awarded the "Prize for Most Successful Young Diplomat" by the Ministry of Foreign Affairs. Research fellow and Master of Jurisprudence with Stanford Law School (2005- 2006 Stanford Program in International Legal Studies). Graduate of the Law School of the University of Bucharest (JD equivalent) - class of 2002. Honors received included membership of Bucharest University team at the "2002 JEAN PICTET International Humanitarian Law Moot Court Competition"-Lisbon  and President of European Law Students Association, ELSA, Bucharest chapter, 2000-2002. Member of the Bucharest legal clinic (an initiative of ABA CEELI), and an intern with the Romanian Constitutional Court. Post graduate studies include European Law Special Course at the Diplomatic Academy of Vienna and a Master Degree on migration issues with the University of Oradea, Romania. Speaking engagements include talks at the Romanian Diplomatic Academy and the Romanian National School of Political Science on topics such as diplomatic and consular law, as well as accession negotiations with the EU in the field of justice and home affairs.
